State task force urges board use of financial and productivity metrics in university oversight

Ben Watkins, director of the Florida Division of Bond Finance and lead of the Department of Government Efficiency task force, presented the State University Efficiency Study and urged FGCU trustees to integrate financial and productivity metrics into oversight and planning. "One key area for improvement across universities was the enhancement of budget and financial reporting practices," Watkins said, outlining measures such as cost-to-produce-a-degree, instructional productivity, and research revenue per FTE. He said the study recommended a 10-year trend analysis to set targets and assess performance.

Trustees asked for more clarity about specific measures and data sources. Trustee Paul Applegarth highlighted the "Percentage of SUS Bachelor Graduates Employed/Continuing Education" chart and asked what accounted for the roughly 26 percent of graduates not captured as employed or continuing education; Watkins acknowledged the limitation and raised concerns about national-data comparability. Vice Chair Richard Eide and others said the study's call for transparency and consistent reporting would help strengthen boards' ability to request funding and plan for a changing economic climate.
