The court went into executive session under the Texas Government Code personnel exemption to review a single applicant for the vacant office of Jim Wells County Constable, Precinct 4, created by the death of former Constable Frank Davila. After returning to open session, a commissioner moved to appoint Frank Davila III to serve until a successor elected Nov. 3, 2026 is qualified; the motion carried by voice vote.
County officials said no action was taken during executive session and scheduled a special meeting next Friday to complete bond paperwork and swear in Davila so he may assume duties promptly. "Congratulations, mister Frank," the county judge said when inviting the appointee for a photograph.
