City council authorizes RFQ to outsource municipal accounting after finance resignation

The mayor opened an emergency council meeting and the council voted to proceed with a request for qualifications (RFQ) to hire a professional accounting firm to serve as Mona—ity ccountant of record.
City officials said the RFQ is prompted by the resignation of the city—inance lead. A council member explained, "Linda has resigned," and said the RFQ is intended to cover work formerly handled in‑house while the city weighs hiring options. The RFQ requires a Utah license, at least five years of municipal accounting experience and familiarity with regulatory obligations including environmental reviews and Davis‑Bacon requirements. The RFQ document also includes a nonexclusive clause allowing the city to engage other firms for projects outside the selected firm's scope.
Council members reviewed expected services from the selected firm: general ledger maintenance, reconciliations, audits and participation in budget interviews while routine cashiering, accounts payable and payroll clerk duties would remain in the office. "The selected firm will serve as the accountant of record," the mayor said when outlining scope.
Officials discussed cost comparisons and timing: one council member estimated outsourced services could range from about $3,000 to $4,000 per month, and noted the prior in‑house finance role had an approximate $40,000 annual cost. The RFQ deadline was announced as Wednesday, August 5, with review in a working session on August 11 and subsequent council consideration. The council passed a motion to proceed with the RFQ by voice vote.
