Kylie Preciado, planning staff, described a request from Lamar Outdoor Palm Springs to convert the south face of an existing two‑sided static billboard at 174 Beaumont Avenue into an electronic (digital) display while keeping the north face static. "A signed permit application was submitted to the City on 03/18/2026 by Lamar Outdoor Palm Springs to convert the southern face of the existing static billboard located at 174 Beaumont Avenue into an electronic billboard with a digital display," Preciado said. Staff told commissioners the billboard’s overall height and height above grade would remain the same and that the change is largely an aspect‑ratio adjustment for the south face.
No public comments were received. Commissioners who said they frequently drive past electronic billboards expressed they had not observed a safety problem and voiced support for the conversion; staff recommended the project be found categorically exempt under CEQA Section 15302 (replacement or reconstruction) and forwarded the relocation agreement to city council for final action. The commission voted to approve Plan 2026‑0042 and forward the relocation agreement to council.
