Commissioners told FY27 appropriation drops 22%; staff positions and pay affected

The Idaho Board of Library Commissioners was told at its May 1 meeting that the agency’s FY27 appropriation will drop about 22% compared with FY26, a change staff attributed to the completion of the Capital Projects Fund library facilities project and termination of the Digital Access for All Idahoans project. The board discussed what the reduction means for staffing and services.
Financial Manager Jamie Smith told commissioners that for the first time in more than a decade ICfL staff will not receive a State Change in Employee Compensation (CEC) pay increase and that 1.75 positions were returned for FY27. Smith said an additional decrease is possible in FY2028 “via staff positions,” indicating further personnel changes may be under consideration. The board expressed disappointment and asked whether additional cuts are likely in future budgets.
State Librarian Dylan Baker and staff noted the reductions reflect one-time project completions rather than ongoing program contractions, but commissioners asked for clarity on longer-term implications. The board will continue to review staffing and budget options at future meetings as the FY28 budget process unfolds.
