Beaumont accepts $2.5M ORLP grant to advance Stewart Park phase 2; construction resumes on phase 1

The council voted to officially accept just over $2.5 million from the federal Outdoor Recreation Legacy Program (ORLP) for renovations and phase 2 work at Stewart Park. Staff described the lengthy federal and environmental review process (NEPA) that preceded the grant and said the acceptance enables staff to proceed with phase‑2 bidding and related contract amendments needed to satisfy grant terms.
Parks staff reported that Edison and Frontier completed utility relocations that had paused progress and that a transformer installation had removed a power line that crossed 10th Street through the park. Staff said phase 1 construction has restarted and is expected to complete by about March 2027; phase‑2 advertisement is estimated for late September. “This gives us all the parameters that we need to follow and... officially allow us to start phase 2,” the parks director said. Council approved acceptance of the grant and directed associated contract adjustments.
