Assistant/Project Manager Vestal (speaker 20) explained that changes were largely housekeeping except for items with direct budgetary impact and that the net effect on general‑fund dollars would be zero because the increases are funded by transfers from closed projects and enterprise funds. “There are five projects that have budget adjustments,” Vestal said, listing the wastewater master plan, several traffic‑signal upgrades, a citywide sidewalk consolidation with a 5% city match and the citywide traffic‑signal system upgrade. Council adopted the resolution amending the CIP and approved the related budget adjustments.
