Planning commission approves short-form plat to build private roadway at 158 Plaza

Planning staff recommended and the Basehor Planning Commission voted unanimously to approve a short-form plat that will allow construction of a private roadway and associated sewer extension across three adjoining parcels at 158 Plaza.

Alex Van Dyke, a city planner, told commissioners the roadway will connect the existing dead-end on the east side of Fairway Grocery to an internal drive, creating a U-shaped connection between Wolf Creek Parkway and State Avenue and enabling future commercial tenants to access sites without waiting for a later roadway extension. "This plat and construction of the roadway ahead of time will allow businesses ... to get set up faster," Van Dyke said. He also said the roadway will be established as a private street with a management and maintenance agreement already in place. Commissioners confirmed the developer will build the roadway at its expense and that the maintenance agreement is intended to ensure the private road is kept to city standards.

During questions, commissioners asked about lot numbering, points of access, and whether the roadway would enable smaller individual lots to be reconfigured in the future; Van Dyke said the plat does not finalize lot sizes and property lines can be adjusted when appropriate. The commission voted to approve the short-form plat 7-0.

The approval means developer-funded construction and a sewer extension can proceed to the permitting stage; the private roadway still must be accepted for public use if dedicated later and will require council action at that time.
