Basehor council approves updated outdoor lighting photometric standards to limit glare and uplighting

The Basehor City Council adopted Ordinance 989 to update outdoor lighting and photometric standards in the city's zoning regulations, adding technical thresholds for shielding, uplighting and lumen levels.
Planning and zoning director Jim Shurn (speaker 9) told the council the current code lacked the engineering and statistical numbers designers need to prepare photometric plans and that the planning commission unanimously recommended the update. "So through some this was part of our work session with the planning commission last fall...we have now put in high and low uplift standards, and lumen levels that they are required to meet and boundaries to residential subdivisions," Shurn said, describing how the standards aim to reduce glare and protect residential sleep and wildlife such as migratory birds.
Council member Sherry (speaker 6) moved to approve the ordinance amending Article 12 of the zoning regulations to replace the prior subsection with the updated photometric standards. The motion passed 4-0.
