Basehor council bans yard-waste dumping on city streets with updated ordinance

Council members voted 5-0 to adopt Ordinance 984, which revises the city code to make it an offense to discharge yard waste, grass clippings, trash or other debris upon city streets. Municipal Service Director Gene Maracle said the revision clarifies existing rules and places enforcement in municipal court under Basehor City Code chapter 1, sections 1 —3 —7.
Council discussed enforcement and penalties; staff said the penalty is the standard municipal penalty schedule and judges will retain discretion to match penalties to circumstances. The ordinance repeals prior conflicting ordinances and is intended to reduce roadside debris that creates hazards and cleanup costs for the city.
