The Basehor City Council voted 5-0 to adopt Ordinance 985, which updates rules for the city brush-dump located at 2300 North 158th Street. Municipal Service Director Gene Maracle told the council the draft ordinance addresses allowable debris sizes, bans commercial dumping and includes provisions for a camera system and signage to deter illegal disposal.
Maracle said staff recommends installing both standard surveillance and a license-plate-style reader to help identify violators. The city prosecutor cautioned that a license plate alone may not be sufficient evidence for prosecution: "It probably wouldn't be enough if you only had a license plate number and had no other indication," the prosecutor said, noting prosecutors need identifying evidence. Council ultimately adopted the ordinance and added specific fines: $100 for a first offense and $300 for subsequent violations. Staff said the changes aim to reduce cleanup costs borne by residents.
