Selectboard agrees to negotiate energy-study contract with Emergent Urban Concepts

The Royalton Selectboard voted to authorize staff to negotiate a contract with Emergent Urban Concepts to complete a proposed energy-network feasibility study, after a review committee recommended the firm despite a bid that was $5,000 higher than the amount listed in the town's request for proposals. Presenter (Speaker 5), who led the review, said the committee found Emergent’s scope included grant-identification support and cited a similar project in Bellows Falls.
"The conclusion of the committee was that we would hold negotiation with Emergent Urban Concepts . . . that they have the best proposal," Presenter (Speaker 5) said. The presenter told the board the committee proposed a structured agreement for $25,000 if Emergent will renegotiate. The board voted to pursue renegotiation and instructed staff to select CX Associates if Emergent will not agree to the lower price.
Board members asked for clarification on firm locations and service differences; Presenter (Speaker 5) said both Emergent and CX have worked in Vermont. Committee members noted the higher initial price but emphasized the value of Emergent's capacity to pursue future funding opportunities. No formal contract was signed; the action authorized staff to negotiate terms and return with a finalized agreement for approval.
