Committee backs resolution reaffirming Idaho's Bear River water rights and directs IWRB studies

The Senate Resources & Environment Committee voted to send HCR 34 to the floor with a do pass recommendation. Senator Harris said the resolution reaffirms Idaho's rights under the Amended Bear River Compact and asserts Idaho's claim to the first 125,000 acre-feet of water in the lower division of the Bear River.
Senator Harris explained the resolution directs the Idaho Water Resources Board to provide reports on water supplies available for development, to identify opportunities for further development with estimated costs and timelines, and to prioritize and expedite feasibility studies on projects the board identifies. The resolution also directs use of funds allocated in a $30 million transfer to the water management account to support implementation of the reports and any related legislation.
Paul Arrington of the Idaho Water Users Association testified in favor, saying the resolution "called upon IWRB to gather information to help provide a sustainable water future for the Bear River Basin." Senator Cook asked whether the allocated funds covered costs; Arrington replied a preliminary study would be due in June with a final study due in the fall at the Interim Natural Resources Committee meeting and said the legislation provided for the costs associated with preparing the study but that approval and funding for potential projects would be separate decisions.
Senator Cook moved the do-pass recommendation and Senator VanOrden seconded; the motion carried by voice vote. HCR 34 will go to the full Senate for further consideration.
