Residents press developers on tree clearing, wildlife and weeds at Harvest Fields site

At the public comment portion of the meeting, multiple residents complained about early clearing and its environmental effects on adjacent properties. Veronica Harrison, a nearby resident, told the commission she observed wildlife impacts and early clearing that took place before the property was in city limits, saying: "When they were clearing that land... Birds, animals, the environmental impact was very high." Harrison asked whether the developer would remove additional trees along the western property line and how the project would handle tree preservation.

Staff and the developer responded that the clearing occurred prior to annexation and therefore before city ordinances applied; staff said that once annexed the city'9s tree-preservation ordinance would govern future removals and that the PUD process provides opportunities to discuss additional preservation measures. The developer said it generally prefers to preserve border trees and will review the specific locations identified by residents.

Other neighbors raised a related concern about weeds and invasive species on the cleared parcel, noting tall thistles encroaching on adjacent yards. Staff said managing weeds on land currently outside city limits is primarily a township or landowner responsibility until annexation occurs, but the city will continue to update materials online and coordinate enforcement where appropriate.

The commission did not take formal action on the environmental comments during the concept review, but commissioners noted that tree preservation and landscaping will be part of future PUD and plat review when the property is annexed and subject to city codes.
