WPCA to revisit septage receiving after tank repairs; asks for consultant cost model

Commissioners agreed not to resume septage acceptance until the FST tank cover is repaired and the authority reviews the engineering cost model that underpinned previous recommendations.
Keith Shortsleeve noted that Woodard & Curran had previously advised against accepting septage because of loading concerns and potential upgrade costs. Donoghue told the board that "septage revenue has historically contributed nearly 10% of total revenues and has supported fund balance." The commission requested that Woodard & Curran provide the underlying analysis and cost justification for that recommendation before reopening the program.
Chairman Chris Levesque directed staff to revisit the septage program once the tank is back in service and the financial model has been reviewed. Donoghue reported the FST cover is reset and remaining haunch and sealing work should be complete about two weeks after warmer weather permits pump-out; electrical components remain de-energized.
