Staff presented a rezoning request by Benjamin Bortrager to convert roughly 0.342 acres of A1 prime agricultural land to A4 agricultural-related manufacturing to allow on-site pallet production. Staff noted soil testing and recommended conditions, including confirming that the shared access easement permits commercial truck traffic and that, if the easement cannot be revised, the property owner must provide a separate on-site access.
An applicant representative said the business expects daily production hours of 6:30 a.m. to 5 p.m., two employees, minimal outside storage and occasional semi truck arrivals to drop off wood and later haul pallets. The town of Whitewater recommended approval with operating-hour and building-height conditions. The committee approved the rezone with the recommended staff conditions and the added condition addressing access-easement confirmation.
