Committee advances bill to modernize OHV enforcement and return unused funds

The Senate Resources & Environment Committee voted to send S 1378 to the floor with a do-pass recommendation after members heard an overview of the bill and a funding estimate from the Idaho Recreation Council.
Senator Harris explained S 1378 would modernize Off-Highway Vehicle law by clarifying procedures for distributing enforcement funds, implementing performance-based funding, aligning dedicated funds between the Off-Road Motor Vehicle fund and the OHV recreation account, returning unused funds after three years, and requiring the OHV Advisory Committee to include representation from Utility Terrain Vehicle users.
Dan Waugh of the Idaho Recreation Council said the revisions were developed with input from the Idaho Department of Parks and Recreation, law enforcement and users. "There was about $635,000 in eligible unused allocated funds that they wanted to go back into the OHV recreation account," Waugh said. Senator VanOrden moved the do-pass motion, Senator Guthrie seconded, and the motion carried by voice vote.
The committee record shows S 1378 will proceed to the full Senate for further consideration.
