Paul Arrington of the Idaho Water Users Association and Alden Koenig of the Idaho Grain Producers Association testified in support, saying the resolution recognized the urgency of strengthening long‑term water storage capacity. Vice Chairman Hart moved to send HJM 14 to the floor with a do‑pass recommendation; Senator Kohl seconded and the motion carried by voice vote.
