The council voted to set a public hearing on Feb. 25 to consider Alcove Development’s project plan for a tax increment financing (TIF) district called "Residences on the Boulevard." Special counsel Pete Heaven explained that a project plan is required for any TIF-sponsored district and that the planning commission had found the plan consistent with the city’s comprehensive plan.
Heaven told the council the public hearing must be held no sooner than 30 days and no later than 70 days from the date the resolution setting the hearing is passed; staff recommended Feb. 25. Officials said they expect a development agreement and an inducement resolution related to IRBs to follow, and that if approved, the developer would close on the property and begin development. Council approved Resolution 2026-01 to set the hearing date by a unanimous vote.
