Litchfield WPCA finalizes RFP scope for I/I study, adds targeted groundwater monitoring

The Litchfield Water Pollution Control Authority voted to move forward with a refined request for proposals (RFP) for grant-eligible engineering services to study inflow and infiltration (I/I), including quality-based selection (QBS) procurement and Connecticut Department of Energy and Environmental Protection (DEEP) grant language to support a 55% study grant application.
Chairman Chris Levesque summarized the draft scope and asked members to submit remaining redline comments to Plant Superintendent Ted Donoghue for compilation. Committee member Keith Shortsleeve recommended adding strategic groundwater monitoring—specifically, installation of a limited number of piezometers in areas of suspected I/I—to measure groundwater elevations relative to sewer inverts; Levesque said he would incorporate that recommendation into the scope. Donoghue confirmed that the WPCA’s Diamond Maps GIS data are exportable to ESRI/ArcGIS and the panel agreed to include consultant experience with Diamond Maps and GIS data-management approach as interview criteria.
Members emphasized the study should produce prioritized, actionable recommendations to support construction and rehabilitation, not merely satisfy a periodic compliance requirement. The RFP front end will use QBS evaluation and include DEEP-required grant language for the Connecticut Clean Water Fund. The final RFP document will be circulated to members for review prior to the next meeting.
