The Litchfield Inland Wetlands Commission unanimously approved an application to replace an existing 24" reinforced concrete pipe culvert in disrepair on Bissell Road (Area #1) with an in-kind replacement. Town Engineer R. Alexe presented the project and Chairman Martin Connor read into the record the March 13, 2026 White Memorial letter that supported the Bissell Road and White Woods Road replacements.
"J. Hamill moved to approve the application for replacement of the existing 24” concrete culvert in disrepair with in kind on Bissell Road, Area #1 based on the map prepared by Berkshire Surveying, LLC ... and designed by Cardinal Engineering Associates dated March 2026," the minutes show. The motion was seconded by S. Clarkin and approval was unanimously carried. The filing lists the affected area as 0.01 acres and references a Topographic Survey Map dated 10/15/2025.
