Commissioners then discussed how to choose the six panelists from the applications on file and unanimously moved to use an individual scoring system (Option 1) that asks each commissioner to rank candidates and assign points. "We have all the applications now printed out...go through them individually between now and our next meeting," one commissioner said when outlining the plan to assign top choices and tally points.
Members described three preference categories — 6 opposed, 17 neutral, 4 pro — and proposed assigning points (for example, 1–5 or ranking points with top pick worth 10 points) to produce a silent, aggregated result rather than selecting candidates piecemeal. The board debated tie-breakers and contingency steps if a selected member can no longer serve; they agreed to advance the list and resolve ties if necessary at a later meeting.
Separately, staff suggested removing two applicants who hold county technical roles that could later evaluate projects, and the board approved removing those two names from consideration. Public comments sought clarity on the committee’s advisory role; a member of the public asked whether the committee leader would have final decision authority and was told the group's role is to produce recommendations for the board.
