Council approves Art House exterior improvement agreement and grant match

Midvale City Council approved Resolution No. 2024‑R‑42 on Sept. 3, authorizing the mayor to execute a construction access and transfer agreement with the Redevelopment Agency of Midvale City to support exterior improvements at the Midvale Main Art House.

Economic development staff reported the City secured a $40,800 grant from the Tourism, Recreation, Cultural, Convention, and Airport Facilities Tax Act via an interlocal agreement with Salt Lake County. Under the construction access and transfer agreement, the Agency will provide a $6,500 match and the City will have access to Agency property to complete the rear exterior renovations. Cody Hill said the Agency will assume ownership and maintenance of the improvements after construction and the warranty period; the fiscal impact section of the staff report states the Agency "agrees to pay to the City $6,500.00, which is to be used by the City as the matching grant funds required by the Interlocal Agreement with Salt Lake County."

Council moved to suspend the rules and approve the resolution; the motion carried on a unanimous roll‑call vote (Bonnie Billings Aye; Paul Glover Aye; Heidi Robinson Aye; Bryant Brown Aye; Dustin Gettel Aye). Garrett Wilcox noted that the Council was not approving the County interlocal agreement itself; the County will complete that step and assign the funds before construction begins. The council asked when work would start; staff said they would begin as soon as the interlocal agreement is finalized and contractors are selected.
