Council amends code on mayoral appointments and committee liaisons, adds sheriff's representative to Emergency Management Committee

Staff presented and council adopted an ordinance revising the municipal code to clarify which city committees have voting council members and which have non-voting liaisons, and to create a default rule that where external bodies require a city representative, the mayor appoints that representative. The ordinance explicitly lists Founders' Day and Farmers Market committees as having non-voting council liaisons while Transportation and Emergency Management retain voting council members.
As part of the adoption, staff noted and council approved a proposed addition to the Emergency Management Committee: a Hays County Sheriff's Office representative. Council subsequently approved the mayoral appointment of Captain Shane Smith to that committee for a term ending Jan. 1, 2028. The ordinance passed on a council voice vote.
