Council authorizes up to $350,000 for Kitsap County to perform pavement repairs in Port Orchard

City staff presented a request-and-agreement under the existing interlocal for Kitsap County to perform pavement repair at multiple streets in Port Orchard. Mr. Ryan said the proposed project "consists of approximately 1,200 tons of asphalt, taking approximately 16.5 working days of county resources" across sites including Way, Harrison Avenue, Rockwell, Kendall, Melcher, Ramsey, Salmonberry, and Kathy Avenue, and that the request lists a not-to-exceed amount of $350,000 and anticipates completion no later than Sept. 4, 2026.
Councilmembers asked whether the work on Salmonberry was a temporary 'band aid' until a larger planned project; Mr. Ryan said the list was drawn from asset-management priorities and complaints and that the work addresses the city's biggest liabilities. Councilmember Morrissey moved to adopt the resolution authorizing the request-and-agreement; following a short debate and clarification about abstentions and vote procedure the resolution passed by voice vote with a 3–1 outcome recorded in the discussion.
