Council approved awarding RFB 73819 for the South Collector wastewater project to Santa Clara Construction Limited with an announced award amount of $4,714,829 and authorized the city administrator to finalize the contract. Utilities staff said 15 bids were received, with a range that included lows near $4.0 million and highs above $10 million; the procurement matrix weighted cost (50%) and qualifications/experience for large-diameter and fiberglass pipe installation, which staff said favored Santa Clara.
Gray Larman and project staff explained why the low bidder was not chosen: scoring combined cost and qualifications, and Santa Clara’s experience with similar pipe and deep trench conditions scored highest. Staff also described adding a 10% contingency to the construction total to accommodate likely field change orders. Council moved and carried the award by voice vote.
