Council reviewed and approved an amended and restated wastewater facilities agreement to advance the South Collector project and related wastewater infrastructure. Gray Larman, utilities director, summarized key terms: the project will install a 36-inch gravity main and a treated effluent irrigation line for the Driftwood Golf and Ranch subdivision, includes both temporary and permanent construction easements, and sets a drip-field abandonment and land-exchange date of Dec. 31, 2031. Larman stated the temporary construction easement is set to expire on 08/31/2027.
Larman told council the agreement updates a 2023 contract and adds provisions for construction access, fencing, and a tree-removal credit tie-in. He asked for council authorization for city administration to execute the agreement; council moved and approved the item on voice vote. Staff said the agreement is intended to allow the city to proceed with clearing and construction while preserving the city’s ability to document impacts and follow the agreed schedule.
