Council approves short-term rental and independent-living special-use permits with conditions

The council approved two special-use permit items on July 21. CPO 2026-29, a special-use permit for a short-term rental at 9449 Lakeshore Drive (petitioners Rex and Peggy Blackwell), passed with a 7'0 vote after the administration noted the BZA had found no remonstrators and recommended approval. Attorney Molina and planning staff said the BZA had unanimously recommended the permit at its hearing.
CPO 2026-30, a special-use permit for an independent-living facility at 4002 Pennsylvania Street filed by petitioner Shaquita Bridal, also passed. Planning staff said that the property is currently zoned R-3 and that the BZA approved the special use 4'0 with a set of 19 conditions to ensure the property is operated as independent living (not a medical facility) and to address traffic, utilities and management concerns. The council recorded final favorable votes and noted the conditions would be enforced as part of the permit.
No remonstrators were recorded at the BZA hearing for the short-term rental; the independent-living permit includes specific conditions intended to limit the use to residents who do not need full-time care.
