Governing body adopts Rio Rancho final FY2027 budget with reserve and pay adjustments

Director Yara presented Resolution R57 to adopt the Fiscal Year 2027 final budget. Yara said changes from the interim budget include recognition of the actual FY2026 ending cash position, carryover encumbrances and project balances, and a net increase of approximately $381,000 to fund AFSCME union and nonunion reclassification and longevity adjustments included in the FY27 proposal. The presentation noted the city maintained a 25% general-fund reserve through the five-year plan period.
Councilors thanked staff for their work to balance adjustments and acknowledged cuts made to some renovation projects to maintain structural balance. The governing body moved, seconded and approved R57 by roll call; staff will submit the adopted budget to the New Mexico Department of Finance and Administration by the July 31 deadline.
