New 1st Park executive director outlines development priorities, TIF amendment

She said the park is “vibrant,” listing recent hires and expansions by local businesses.
Logan said the park will pursue targeted uses including daycare and housing, sit-down dining, manufacturing and biotech, and “industrial condos” that combine small manufacturing with front-of-house retail or office. She told the council the park will update its website with a planned public launch at the end of August or early September.
On financing, Logan explained the town’s tax increment financing (TIF) arrangement: the current TIF expires in June 2031 and staff are proposing an amendment that would keep developed parcels in the existing TIF while creating a new 30-year TIF for undeveloped property to shelter valuations and reinvest incremental taxes in further development. She said the town is working with staff and regional partners on those changes and will coordinate details with the council.
What comes next: Logan and town staff will continue outreach to park businesses and regional partners as the TIF amendment is worked on; the council has the proposal under consideration and will be briefed as language and timelines are finalized.
