The council approved a five-year interlocal agreement with the Weber School District to continue a school resource officer (SRO) at North Ogden Junior High and allow the SRO to support other schools as needed. Chief Einen (speaker 9) described the deal as "good news" for the city and said the contract length was extended from three to five years.
Chief Einen explained the financial terms: historically the district reimbursed about 75% of wages and benefits; in the new agreement the district will move toward paying the full share over five years. "It's a five-year interlocal agreement ... in this new agreement, they're gonna move up over the 5 years to a 100%." Council members pressed the chief on why the district phases in reimbursement rather than starting at a higher share immediately; the chief cited decreased enrollment and state funding pressures that led the district to negotiate staged increases.
Council members also asked whether the SRO would attend special events and athletic contests and how overtime would be billed; the chief said schools would reimburse overtime when the SRO covers events and the city and neighboring agencies use mutual aid arrangements for large events. Council member comments emphasized student safety as the priority. The council approved the agreement by roll call, 5–0.
