Council debated whether to focus on the easier, lower‑cost segments first, pursue donor or developer contributions (staff said property owner Scott Sloan had previously expressed interest in participating) or create a special assessment district to fund a larger project. Members suggested a phased plan and asked staff to return with detailed cost estimates for both a tree‑lined curb‑strip approach and a less formal, more place‑based planting scheme so the council can assess tradeoffs and fundraising options.
