Planning staff outlined changes made during review: lots will meet minimum width standards (60 feet) and a revised site orientation keeps a storm-drain easement consolidated onto a single lot rather than spanning lot lines. The draft agreement includes landscape plans, street-tree standards tailored to narrower park strips and a provision that the project be subject to city ordinances in effect on the date the application was filed.
The planning commission held a public hearing, recommended approval and staff recommended the council approve the development agreement with the condition that engineering redlines on the preliminary plat be completed. Council voted to approve the agreement with that condition, and staff said the developer is working to secure the required 2/3 HOA votes to join Foxborough North Association amenities and facilities.
