Karen (staff) explained the statewide utility license agreement (SULA) is a routine five‑year renewal that allows the city to access, maintain and make improvements to utilities located within state roads such as Highway 89 and facilitates permitting and emergency repairs. "The language is almost identical to the previous agreement, just being updated for updates in state code," Karen said, noting the last SULA was signed in September 2019.
Council asked about right‑of‑way transfers tied to I‑15 reconstruction and whether parcels obtained during reconstruction would become maintenance obligations for the city; staff said most parcels being dedicated are slivers adjacent to existing city streets and that staff would push back on any unusual freestanding parcels and seek environmental certification as part of future dedications. The council voted to approve renewal of the SULA.
