District finance lead briefs board on WPUs, equalization and budget cycle ahead

District finance staff provided a budget-and-funding overview to orient new board members to the coming budget cycle. Scott defined key terms — WPUs (weighted pupil units) as the primary state funding mechanism and an approximation for student attendance/enrollment, add-on WPUs for special populations (CTE, SPED), and COLA (cost-of-living allowance) as a separate component of employee raises. He said the district receives roughly $4,400 per enrolled student as the base funding approximation.

Scott warned the board that, with local growth, the district is likely entering its last year of receiving state equalization (board local voted guarantee) payments and said the district had been receiving as much as $1,600,000 in property tax subsidy previously. He framed the change as a transition point for budgeting and said the budget cycle will include meetings with teachers and staff for salary negotiations and will result in a recommended budget presented to the board.

He also reviewed the consent-agenda materials members receive each month — appendix packet and consent packet including minutes, staffing changes, monthly budget report, bank reconciliations and principal reports — and urged members to review those reports in advance and to contact him with questions about large payments or unfamiliar items. Scott offered one-on-one follow-up training for any member who wanted deeper orientation.
