Chair (S1) opened discussion of the riverboat allocations, saying the commission had “broke up the 150,000 in such manner” and outlined proposed uses including administrative services, ISBDC support, planning and grant development, property acquisition and redevelopment projects. Staff member (S5) noted the city has posted public surveys related to several planning efforts and encouraged commissioners to solicit constituent input.
The packet included certificates of deposit and life-to-date interest figures for earmarked LCD funds; commissioners discussed using part of the riverboat funds to support a GIS/data-development effort that would make utility and infrastructure maps available to field staff. Chair (S1) said the commission may need “a part time person” to complete the GIS upload and maintenance work so the system can be fully implemented.
Committee member (S6) moved to approve the 2027 GRC riverboat budget proposal to the commission and staff forwarded the motion to the Clerk Treasurer; the motion was seconded and approved by a voice vote. Committee members and staff agreed the funding breakdown will be included in the materials provided to the Clerk Treasurer for the 2027 budget process.
The commission’s approval is procedural: the Clerk Treasurer will receive the package for the city budget timeline and staff will next finalize any line-item wording or small reallocations before submission.
