Contractor delays push Abernathy Bridge finish dates later; ODOT monitors costs and community impacts

Staff said the contract was modified (CCO‑50) to set a new contractual completion date of Oct. 21, 2026, and the contractor’s last accepted delivery plan extends beyond that with an industry schedule showing a potential finish of Oct. 19, 2027.
Staff said they are actively meeting with the contractor to seek schedule recovery but warned that if the contractor’s schedule holds, ODOT will need additional inspection, consultant and right‑of‑way funding to support the longer delivery. The project team described outreach to nearby businesses and city officials (Oregon City) and launched a “businesses are open” signage and partnership with chambers as mitigation. The commission pressed staff to enforce contract provisions and liquidated damages where appropriate; staff said contract administration is evaluating time requests and potential damages while seeking to hold the contractor accountable.
Staff will return with cost estimates for the additional inspection and schedule‑driven expenditures if the schedule does not improve.
