The Baldwin City Council approved a capital project to convert the municipal pool’s puck chlorine system to a liquid chlorine injection system, aiming to reduce recurring algae blooms and shorten unplanned seasonal closures. City staff said the upfront project cost is about $13,000–$14,000 and that the city has sufficient money in the pool sales tax fund to cover the purchase, which must be used only for pool-related expenses.
“After researching...the project itself, for the injection system runs about 13 to 14,000,” Russ (city administrator, speaker 8) told the council during the presentation. Matt from Parks and Recreation (speaker 12) described operational benefits: “the liquid chlorine will eliminate that acid problem and thus, in turn, eliminate the algae blooms we have,” and staff said the change would mean fewer pool shutdowns and likely lower use of other balancing chemicals across the season.
Council members questioned ongoing costs and expected lifespan; maintenance costs were described as chemical purchases after the capital installation, and the system life was estimated at roughly 15 to 20 years if properly maintained. A motion to approve the project was made and the council voted to fund the installation from the pool sales tax fund. The chair noted that a Parks and Rec staff member who answered technical questions moved to the back of the room to avoid any appearance of conflict while participating in the discussion.
