Council members outline Vision Zero lessons from Hoboken and Jersey City, plan local pilot for bike lanes

Council member Knowlton and Sherry Pace presented an active-transportation report on June 3 summarizing lessons from Hoboken and Jersey City and recommending low-cost pilot projects for North Salt Lake.

Pace described Hoboken’s Vision Zero efforts, including reduced speed limits, targeted intersection redesigns, protected bicycle lanes and “daylighting” corners with paint and flexible delineators. She said Hoboken reduced fatalities and serious injuries dramatically by combining engineering changes and a strong political commitment. "If a delineator gets run over and it's a $100 to replace it, what's the cost of a human life?" Pace reported quoting the Hoboken mayor, arguing that inexpensive hardware can prevent serious harm.

Council members asked how those designs affected parking and how to adapt them locally. Pace said early implementations often removed only a small number of on-street places around intersections and that traffic patterns typically adapted as streets were reconfigured; she noted the visiting delegation learned to start small: paint and flexible delineators before major reconstruction. Council member (speaker 15) asked about pilot locations; Pace and staff said Orchard Drive had been discussed and that a grant had been secured for a pilot program for the next fiscal year.

The presenters also described partnerships Hoboken and Jersey City used for bike rentals and EV charging, and emphasized the political process and public engagement that created durable outcomes. Staff and council agreed to verify pilot timelines and coordinate the grant implementation and community outreach.

The presentation concluded with council discussion about health benefits, e-bike usage and bike-share interactions with scooters. Presenters recommended testing low-cost interventions first and measuring results to decide on larger investments.
