Council awards bonded-matrix preservation and street rebuild bids totaling two major pavement projects

City staff and the public-works team described two pavement projects that the council approved on April 1. The smaller preservation package recommended a bonded matrix overlay on several newer or steeper roadways; staff recommended Holbrook Asphalt as the sole local provider for that product and the council approved the $572,717.37 award. "This treatment is holding up very well," a staff presenter said, pointing to earlier installations as examples of bonded-matrix performance.
Separately, the council approved a larger reconstruction package (Ascot Drive, Windsor Drive and Court, and part of Cynthia Way) to Black Forest Paving for $574,055.98. Staff explained the rebuild includes excavation, geotextile/geogrid, base replacement and new asphalt; because the low-bid amount exceeded the project’s current budget estimate, staff said they will present a budget amendment to cover the difference before work continues. Both awards were approved on motions and roll call votes.
Next steps: staff will finalize contracts, pursue required budget amendments for the rebuild project and schedule contractor mobilization.
