Planning commission approves Cooperstown commercial building site plan with parking, signage conditions

The North Ogden City Planning Commission approved the site plan for the Cooperstown Commercial Building after hearing staff recommendations and commissioner questions about parking and site amenities. Planner Ryan Nunn told the commission the development agreement calls for shared parking across the master-planned Cooperstown community and that staff had identified several conditions for approval, including correcting parking-stall dimensions and requiring a shared-parking agreement.

"They showed 9 by 18 feet," Nunn said of the stalls shown on the plan, and staff recommended correcting them to the 9 by 19-foot standard and adding a shared-parking agreement to ensure commercial uses can rely on adjacent residential guest stalls. Commissioners asked if a food-service tenant would be feasible; Nunn replied tenant improvements could add grease traps later but that parking constraints likely would limit intense late-night uses.

Commissioners also asked about a monument sign and landscaping; staff noted the development agreement requires a separate permit for the monument sign and the landscaping plan will return to the commission for review. The commission attached conditions requiring the stall-size correction, separate monument and landscape applications, building-lighting review at permit, and a bike rack at the building. The motion to approve passed on roll call.
