Staff proposed reorganizing water accounting so capital projects and debt service are tracked separately from operating expenses and outlined an 8% water-rate plan recommended by prior consultants to reach approximately $2.4 million per year for capital rotation. "We're splitting the water fund into an operating fund and a capital fund so that we can better account for those," Heidi said, explaining the change would make capital contributions and impact-fee reimbursements more transparent.
On stormwater, staff proposed a modest $1 monthly increase (roughly 11.1%) to fund a new camera inspection and scoping program (about $150,000 annually) and other maintenance work. Staff warned conservation and usage patterns affect water fund revenues and said the new rate structure holds lower users more harmless while shifting costs toward higher users.
