The Nephi City Council approved Resolution 01-20-2026 on Jan. 20, a parameters resolution that sets an upper limit for a potential sales-tax bond intended to fund two projects: acquisition of land for parks and recreation, and an expansion of the municipal golf course. City Administrator Seth Atkinson said the parameters resolution allows the city to set a maximum borrowing amount and to reimburse current expenses for either project from bond proceeds if the city moves forward.
Atkinson noted the resolution was prepared by the city’s bond counsel and reviewed by the city’s financial advisor, Marcus Keller. The resolution does not obligate the city to borrow the maximum amount; council members approved the parameters and will decide later whether to issue a bond. The measure passed by recorded vote with Councilors Callaway, Douglas, Parady and Worwood voting yes and Council Member Shari Cowan absent.
Councilors did not set final bond terms, payment schedules, or an issuance date during the meeting; those steps require further staff work and formal authorization in a future meeting if pursued.
