Hatch Park construction and RDA funds top capital priorities; council weighs spending location rules

Staff told the council much of the 2026 capital program centers on Hatch Park and a multiyear Main Street project that together make streets and parks the largest single capital demands in the proposed budget. "We did program $1,500,000 to go towards Hatch Park," staff said, and noted that redevelopment (RDA) funds and wrap-tax reserves are being used to help cover early construction costs and debt service.
Council members asked about rules governing use of RDA funds and whether monies collected for a particular project area should be spent elsewhere. Heidi explained some project areas allow limited spending outside boundaries for demonstrable community benefit and noted staff had made nexus findings for Hatch Park. Ken and other staff said a strategic planning session will include discussion of how best to prioritize corridor beautification and redevelopment funds.
