"In this fiscal year 2026 proposed budget, total revenues are $42,380,740," Finance staff said, adding that about a third flows through the general fund and that staff are proposing to split the water fund into operating and capital funds to improve transparency.
Heidi Voor Deckers told the council the proposal holds sales tax flat, anticipates only modest growth in property tax revenue (about 2–2.5% annually), and incorporates a planned transfer to support Hatch Park. She said staff were recommending a conservative approach because development-fee timing remains uncertain: "We know what projects are coming. We just don't know when the developers will trigger." The council discussed strategic planning and potential revenue-enhancement options for the following fiscal year; no tax increase was proposed for 2026.
