Moab HR proposes pay-equity review and options to limit COLA impact on high earners

Human Resources Director Dani Guerrero told the council that an equity evaluation could replace a full salary survey and highlighted that a small number of long-tenured, high-earning employees compound overall payroll growth when combined with cost-of-living adjustments. As one cost-control measure, Guerrero proposed freezing pay increases for staff earning twice the area median income (AMI) to improve sustainability.
Council discussed benefits, the housing stipend and hiring bonuses for law-enforcement officers, as well as line-of-duty incentive pay and longevity pay. Guerrero said she would prepare a personnel proposal in the coming months for the council to review and consider.
