The Moab City Planning Commission on Jan. 8 voted unanimously to conditionally approve a Level II Site Plan for the Shumway Mixed Use Development at 1082 South Highway 191 under Planning Resolution 01-2026. Commission Member Jill Tatton moved the approval; Commission Member Carolyn Conant seconded, and the motion passed unanimously.
Associate Planner Johanna Blanco introduced the resolution and said the plan met applicable standards but included one outstanding condition: the City Engineering Department must approve the final retaining-wall design. Developer Ty Shumway, who told the Commission he has owned the property since 2017, described tenant interest and said the proposal includes potential office space, a café and executive offices; Community Development Director Cory Shurtleff said the developer seeks annexation. Shumway described the proposal as having committed and soft commitments for tenants and argued it would meet local needs by providing mixed commercial and residential space.
Commission discussion noted the conditional nature of the approval and focused on engineering details. The approval language recorded in the meeting minutes requires that "all outstanding comments must be approved by the City Engineer and the final retaining wall design must be approved by the City Engineering Department." Next steps include final engineering sign-offs before any building permits are issued; City staff additionally noted the developer has indicated interest in annexation, which would be handled through a separate process before or concurrent with building approvals.
