Lee summarized the policy objectives: alignment with state law, support for the city’s climate action plan by reducing vehicle miles traveled, and streamlining housing production by right-sizing parking minimums. Council members questioned the mandatory bicycle repair station requirement and its thresholds; staff explained the repair station is meant to be a compact amenity (pump and basic tools) for larger projects, with a good-faith effort waiver available if infeasible.
After discussion, Council member Bowen moved to adopt the ordinance on second reading and the motion passed with five votes in favor and one no vote from Mayor Gonzales; one member was absent. Staff said the ordinance will take effect within 30 days.
