Council adopts annual liens list for nonpayment covering 257 accounts, ~$753,000

Assistant Finance Director Felicia Silva presented the annual report recommending imposition of assessment liens for delinquent fees tied to public health, safety, and service charges. She said the city follows legal notice requirements and works with customers before submitting accounts to the county for inclusion on the property tax roll.
Silva noted 257 accounts totaling about $753,000 were included in the current list and highlighted that staff continue collection efforts; accounts paid prior to the county submission are removed. Council member Victor Aguilar moved and the vice mayor seconded adoption of staff recommendations to close the public hearing and adopt resolutions to impose liens and overrule protests; the motion passed unanimously (6–0, one absent).
The council confirmed that parking citations are not part of this lien process. Staff will continue outreach and collection attempts before the city submits the final list to the county in August.
