Staff flags map and water-storage inconsistencies in cannabis permit paperwork; commission asks for reconciliation

County staff and commissioners identified inconsistent figures in the staff report and attachments (tank counts and storage capacity, and watercourse description) and asked staff to reconcile plans, agency correspondence and findings before returning the appeal.
Assistant planner Nick Martinez told the Planning Commission that attachments to the staff report contain inconsistent site maps and that the number and capacity of water tanks shown in submitted maps changed between initial application materials and revised attachments.
"There are 2 site maps for the project. They show 9 water tanks instead of 12, which . . . reduced the size of storage from 50,000 gallons to 27,500," Martinez said, and added that the staff report text reflected the earlier numbers because the report could not be updated before the hearing. When a commissioner asked whether the staff report description was incorrect, Martinez replied, "Correct," and said he wanted to call attention to the error.
Staff and commissioners also discussed a statement in the staff report about hydrologic connection to Browns Creek. Martinez said that communications from the regional water board and the county's stream analysis needed to be reconciled and that attachment 12 contains a communication from water-board staff he believed would clarify the issue. Several commissioners asked staff to include agency correspondence (CDFW and the State Water Resources Control Board) when they return the administrative record.
